Abstract

Commends infrastructure is a necessity to the process of economic growth and development, especially in developing countries, since their presence is one of the most important elements to attract investment and the development of the national economy and development, and the comprehensive development process must be accompanied infrastructure Services parallel to them aimed at improving the living conditions of individuals by providing them with physical, social services. And in Iraq began the process commends the infrastructure it early and simplest forms from the monarchy, and then evolved in the era of the fifties, especially after the formation of the reconstruction, and began real interest in the era of the seventies, especially after the increase in oil revenues and continued the case until the early eighties, but login Iraq long wars followed by international economic sanction on Iraq, all that led to the destruction and devastation that infrastructure, and after 2003 there was no interest marked by the administration of foreign occupation in the reconstruction of the infrastructure of the country, as well as lower financial allocations annual allocated within budgets of the federal public, and therefore the state initiated in 2012 to submit a draft law infrastructure in Iraq, which includes an amount of $ 37 billion manner payment on credit for reconstruction band the reconstruction of the infrastructure of the economic sectors task.
