The world economic has witnessed in the last three decades a kind of transformation and economic change with comprise of all the aspects specially the economic one. Most of the countries have changed from Capitalism to the policy of trade openness, joining world trade Organization, making trade contracts, and trade cartel. The trade openness causes the improvement of the elements of the production in some countries making them able to reach the highest level of the economic growth. Most of the countries specially these which are subjected to the research Malaysia, southern Korea and Indonesia continuous development and high living level the Experience of these countries which deserve contemplation has many meanings that can be taking by Undeveloped countries in general and more specifically by Iraq as sample to get rid of the primitiveness and dependence. The sample countries have adopted the policy of trade openness to reach the level of the progressed countries throw relying mainly on the role of the external sector in fulfilling the hope of such development.Through the last to decade the situations have change from countries totally depend on the exports of some agricultural row material to countries exporting industrial goods.
